SENATE BILL NO. 284 "An Act relating to state election campaigns,                                                               
the duties of the Alaska Public Offices Commission, the reporting and                                                           
disclosure of expenditures and independent expenditures, the filing of                                                          
reports, and the identification of certain communications in state                                                              
election campaigns; and providing for an effective date" was read the

Senator Stedman, Cochair, moved and asked unanimous consent for                                                                 
the adoption of the Finance Committee Substitute offered on page                                                                
2003. Without objection, CS FOR SENATE BILL NO. 284(FIN) "An                                                                    
Act relating to state election campaigns, the duties of the Alaska                                                              
Public Offices Commission, the reporting and disclosure of                                                                      
expenditures and independent expenditures, the filing of reports, and                                                           
the identification of certain communications in state election                                                                  
campaigns; prohibiting expenditures and contributions by foreign                                                                
nationals in state elections; and providing for an effective date" was

Senator Ellis moved and asked unanimous consent that the bill be                                                                
considered engrossed, advanced to third reading and placed on final
